Vintage Battery Charger on Wheels

The model number on this is 110-M, other than that I can not figure out what brand this is, or what it is worth. 

There is no dataplate on the back of it like some of them have.  It does say it is a 12volt charger.

I am curious as to around what year this is from and if this is worth anything.
