The portrait is a VOGUE cover. The heading saids in the upper right corner in small letters "Summer Fashion Number" The heading saids "VOGUE" in the upper left hand corner in small letters it saids" June First 1919 Price 35 Cts. The bottom of the portrait has in small letters 'The Vogue Company" and Conde' Nast, publisher. I looked at "Nast" web site and they have severa covers available for sale price ranging from $150 to $395 in that period except for mine.
