This is a 5 piece silver (or silver plated I'm not sure which) tea set from the Wilcox silverplate company. It has an insignia on the bottom of each that has the company name on it and two hammers crossed in an x shape. On top of the circle it says "quadrupleplate" and each piece has the number "156" under the insignia. Very elegant circular designs engraved on each piece as well.
