Is this an item for sale?  Perhaps you meant to get a free appraisal instead of entering a classified ad?  At any rate I can't tell the size from the photos, but to me it looks like something nautical, like a removable boat tie down.

I agree with Hermina, if you could put a quarter or a dime in the photo with this, it would help.

Also what is the center made of? Glass? It appears to be sandwiched between to pieces of wood, or is it chromed? Does the center spin? Will it float?

I at first also thought it had to do with boating or fishing, as my father spent a lot of time in those endeavors.
