Sorry, didn't mean to imply the bottom came off! I suspect that it turns though, so that the lipstick would come up. There may be a piece missing inside that would do the "rising" part. There are no shots of the inside. That piece would be removable so that you could mount another stick in it. Look for scratches on the inside if it's missing. Normally they don't have a perfect fit so you would see some marks if this is what it is for.
If not, then you looking at a small container for other forms of makeup or small items (like a match holder - although those usually have a stricker plate somewhere on them.)
You would need to give me the title of the plate you used so that I could find it. I am not heavily into plates but I could look at it for you.

You don't mention what is inside it. However, I note two things:
1. It came from your MOM's box.
2. it not only has a turn off top, but the base looks like it spins too.
What you appear to have is a souvenier style lipstick dispenser. Most likely empty now, but refillable. Had she or a relative been to Italy?
As a novelty item it's only worth a few dollars. It would appeal to the collectors of the unusual or hunteresses.

Not that i know of no one ever whent to Italy and the bottom dont come off The inside of it on the bottom looks like brass ( iam almost sure its not )
