Hawkes 10” Glass Vessel with Sterling Collar

Description Hawkes marking on bottom. Container is approximately 9.5” tall and 5.5” wide with a 2.5” opening and 3” base. The collar around tge opening is marked “Sterling 2”. The vessel contains vertical line pattern above oblique shaped or prism like designs. Within the elongated designs are small connected series of rectangles. On close examination around points minuscule portions of the rectangles can be seen(possibly indicating hand cutting or finishing) . The bottom interior glass appears scolloped. The collar has a small depression. Would you consider this a vase or an antique large Maritini or Cocktail Shaker( minus a strainer and cap)? Your thoughts on pattern, value, purpose are appreciated.
