This is a fairly modern Chinese vase, the spots of glue on the bottom is where the paper labels indicating the company name and country of origin marks were. The blue marking was applied by a rubber stamp, but it's too blurred to read. Pieces like these are still being imported and sold in decorator outlets and garden supply stores.
