Hello, I don't believe this a war scene at all, because Arles is located in the South of France and WWI never reached it with destruction. It looks like it's an evening view in a street, with a house where people have lit a fire to get warm. I also believe it was painted in the 1920s and not by 1880, because Louis Orr was born in 1879, and he would have been a very early talent otherwise...
As for the value of the painting, I don't know. A pastel showing a park view sold for $200 a few years ago, and my guess would be that the painting would cost twice that, but, unfortunately, Orr is much forgotten and not really sought after these days.
However, I collect his works (his parisian etchings, which I will try to write a catalogue raisonné of), and I would be interested in it. Please feel free to drop me a line at : capestenoire at yahoo dot fr
