The language is possibly either old French or Belgium/Waloon.
I had taken this folk art piece to the treasure hunters show and was informed it was a fine piece of art (folk) and that it was hand carved. That it is not from the USA. That when they come back in town they would have a buyer/collector for it. They also indicated it was in excellent shape aside from a small chip behind rear leg at hoof and it would not affect the value.
I found this in a very old house, the man that lived there for 50 some odd years passed at about 93 years old. This was with a bunch of stuff in an old crate including some jars. My parents anre bottle collectors and found one of the jars was worth over $4k ! I am not looking to sell this but would love to get an appraisel considering I can not find one like it, that makes both balls and bullets online.
