I believe this is an italian war medal of some sort. I know "il ministro della difesa" is the ministry of defense. "Eman, Filiberto" is i'm guessing Emanuele Filiberto, the duke of Aosta. "Victoria" is i believe the roman goddess of victory.

Cobalt blue and brass urn with cherubs found in Iraq and I believe it is French in origin. It is 2-3 feet tall and the inscription on the bottom is unknown to me.
