How do you know it is a decanter? One other possible use is a vase, to separate flowers while still giving them water.
If it is a decanter, separate chambers would indicate that it would be used for liquids that should be kept separate but can be combined (such as oil and vinegar). There are decanters out there still which can hold both oil and vinegar at the same time in the same container, separated until they are poured onto, say, a salad.
I would imagine that this one could house two different oils and two different flavors of vinaigrette.
