Based on the images and the registry design number "Rd.No.40644 this is a Grindley " Flow Blue" platter whose design was registered in 1886. Grindley began using the country of origin mark "England" " in 1891. These platters were a very hot item in the 1990's but demand for them has cooled off considerably. Today at auction they sell in the $80.00- $150.00 range.
Thank you for the information, I have a very good friend that loves this piece (has others like it) and I am considering giving it to her. Just was not sure if I was giving away a gold mine. She will be very interested in the history of this piece as I was too, again thank you for the information.
