This is a smoking stand.  Ashtray was on top and smoking items (matches, pipe tobacco, extra cigs, etc.) was placed in bottom cabinet.  A house wasn't complete without one of these.  Looks to be mahogany perhaps.  Probably from the 19-teens to 20s.

This is a Colonial Revival style 'Smokers stand'. Values for them vary depending on style, wood type and condition, but most units comparable to yours sell for under $100.00 at auction.
