It appears to be Brass or Gold plate on brass or copper, that is the one thing that I'm pretty sure about. The way you can tell is the size of the plate and the weight. Copper is much lighter than brass and weight is the best way to see. If it is solid material and weight is more than you think compare it to another metal or tin of the same size also check it to see that a magnet doesn't stick to it. If it's brass or copper it is very likely to be 19th century by the time of the early 1900's to 1920 the cost of brass made items transfer to cheaper metal. As far as finding out what it's use is that is all in the weight while I'm not sure 100% It's appearance is that Of a tool for making printed leather or horse hide. The animal looks like a dragon which is hand in hand with Japanese culture.

I'm sure that it's going to have value by design. There are collectors who are going to pay for anything for adding to the collection of items that are preferred by their likeness. It's going to be a good to have around if you need to get up some cash. Don't know what to say about the value.
