I can tell it's hand painted but not of the highest quality and the underglazed numbers would indcate that it's a production piece with what looks like applied medallions on either side ( not molded by hand) so if I had to guess, I would say late 19th to as late as mid-20th C. I can't really place a value for you but I hope this helps your research! The rest of the writing on the bottom looks English or maybe Dutch? Either way, not Asian lol
