Confirm the artist, history & value? FRANKE (Artur Franke?)

Category
Paintings
Condition
Excellent
Description

The pictures will say it all.  Basically this is what appears to be oil on canvas of a winter landscape to include a little bit of everything; sky, mountains, trees, a lake, a waterfall.  The name in the bottom right corner says FRANKE in what seems to be a soft orange color, a nice contrast to the overall blue tone of the image.  My basic research on this has turned up as possibly being the work of Artur Franke, but there was fairly limited information I could find on the web.
