I don't know what the writing on the back of the plate means and I'm having trouble finding anything like it on the web. I'm thinking about selling it, but would like to know what it is and what it's worth.

I have posted this before with no luck. I have new pictures. I am hoping there is someone out there that knows something about it, or someone that can send me in the right direction to find out anything I can about it.

I was "told" by a collector that this is pre-WWII because the swastika is straight and not tilted like the nazis swastika. It does look like the locked is rivited together. It is does have surface rust but is solid, no holes. There is no key but it does seem to be functional, hasp does flex.
