Henry Burgess an earthenware manufacturer at the Kiln Croft works, Burslem, Stoke-on-Trent, pieces like this tend to be export items for the North American Market. They operated from 1864 to about 1892. Pieces like this were once part of a larger Wash basin sets that includes a basin, jug, cup, soap saver, waste pot and other pieces. The demand for pieces like this last peaked in the late 80's when the demand for Victorian decorating was all the rage.
