Any chance that you can submit a clearer photo of the painting? It looks like it could be by H. Hargrove of Greenwich Village/New Jersey though this scene looks atypical of his type of work. If it's his work, which I can probably verify with a clearer photo then it wouldn't be an old piece, but rather something done between mid-sixties and today.
