What year if known, what artist if known, Value if known

This is a signed Netsuke snuff bottle with invory carved spoon in the cap

We where told  to try a hot pin on it to tell if it was irvory or not.

We tried this and no melting or burning occured.

We appreciate any information you can provide for us.
